The Kenyan Defence Force appears to have missed two deadlines to commit to a US Foreign Military Sales (FMS) acquisition of 12 AT-802L Air Tractors from L3 Technologies, causing the deal to lapse into abeyance. It’s unclear why the Kenyan government has missed the deadlines, or what their options are for moving ahead and whether the deal can still be resurrected.
The sale, initially applied for in January 2017, was delayed for over a year as the Government Accountability Office (GAO) carried out an investigation into the deal at the request of an American Congressman, who claimed that IOMAX had been unfairly prejudiced in losing the deal. The GAO ruled that the acquisition was above board. [source]
